The Ottawa County Board of Commissioners held their regularly scheduled meeting at 9:00 AM with the following members present: Gary Wyrick, Chairman, John Clarke and Russell Earls. First Assistant District Attorney Ben Loring was also in attendance. Notice of the meeting was posted at the south door of the Ottawa County Courthouse at 4:39 PM on August 1, 2013. Commissioners’ Meeting Agendas and Minutes can also be found online at ottawa.okcounties.org. Motion by Earls, second by Clarke, to approve minutes of July 29, 2013 as presented for reading. By vote: Wyrick, aye; Clarke, aye; Earls, aye. Under Citizens’ Participation or Public Comments, local citizen Jay Calan spoke to Commissioner Earls about the maintenance of the last original strip of Route 66, located in Highway District 3. Commissioner Earls informed Calan that he is well aware of the historical value of the road. District 3 is careful to maintain the integrity of the road by using only screenings to fill gaps and cracks. Calan also informed the Board that a City of Miami Code Enforcement Officer has made allegations that County-Owned Properties located within the City Limits are not being mowed. The Commissioners assured Calan that County-Owned Properties are maintained; explaining that the mowing schedule has recently been disrupted due to a change in personnel and frequent rains. Local citizen Greg Heibert questioned how Ottawa County came to own close to fifty properties and was informed that the majority have reverted back to the County due to non-payment of Ad Valorem Taxes. Motion by Clarke, second by Wyrick, to approve an Interlocal Governmental Agreement between Ottawa County and the City of Miami related to the installation of concrete pad, placement of box culvert and flared end sections at the intersection of 20th Avenue SW and E Street SW. By vote: Wyrick, aye; Clarke, aye; Earls, aye. Discussion was held regarding Interlocal Governmental Agreements between Ottawa County and the various Municipalities located therein. It was agreed that the Commissioners’ Central Office Secretary will be responsible for presenting an Interlocal Agreement to each City or Town for the period through June 30, 2014 and again every April for each upcoming fiscal year. Motion by Earls, second by Clarke, to approve the donation of sick leave from one General Government employee to one Assessor’s employee, as allowed under the Ottawa County Shared Leave Plan. By vote: Wyrick, aye; Clarke, aye; Earls, aye. Motion by Earls, second by Clarke, to approve the following cash fund estimates of need and requests for appropriation: ACCT By vote: Wyrick, aye; Clarke, aye; Earls, aye. Motion by Earls, second by Clarke, to approve monthly reports as submitted by the Ottawa County Clerk, Assessor, Election Board and Health Department. By vote: Wyrick, aye; Clarke, aye; Earls, aye. Commissioner Wyrick was pleased to announce that – as a result of its employees having no accidents resulting in the loss of accrued sick leave – Ottawa County was the recipient of the 2013 Safety Award at the Association of County Commissioners of Oklahoma (ACCO) Conference. Under New Business, First ADA Loring received notification that Ottawa County Highway District 2 has been found responsible for damages to Seneca Telephone lines, but has yet to receive the Judgment. Loring informed the Commissioners that every County employee is required to return a signed acknowledgement that he or she has been provided with an updated version of Ottawa County’s Personnel Policy and Drug & Alcohol Policy in order to receive their August payroll check. ADA Loring also informed the Board that this day, August 5, 2013 is National Motion by Earls, second by Clarke, to approve blanket purchase orders No. 567 through 617.
